I saw this in the firmware meeting minutes:

The spring 2021 presentation also notes the following:

Problem sending correct packets to test gateway from Guava

Would be good to have more documentation about the problem, as I'm not sure if the problem is hardware or software. I haven't asked the firmware team what the actual problem is, but I realized it would be nice to have a way to confirmation that it isn't just a problem with the packet being malformed (firmware bug).

TODO - walk through the guava code and create a test that we can send to a gateway to see it will be received properly.
